THE BOULEVARD CONDOMINIUM ASSOCIATION MINUTES FOR QUARTERLY MEETING AT 7 P.M. THURSDAY, JULY 25, 2019
The meeting was called to order at 7 p.m. The following board members were present:
Carlos Calle (Treasurer), Sharon Chapman (At Large) and Eric Paulus (At Large).
Not present: Theresa Hovis (President) and Patrick Steck (At Large). Rosalyn Peterson (Property Manager) was there before the meeting and had to leave before it was called to order. It was a sparsely attended meeting by residents.
Financial update: We did not go line by line since only three board members were present.
A resident asked about a password for the pool house WiFi. Is that something residents can have and use? The board made a note to ask Plateau Property Management.
Pet waste reminder: There were several new residents so the pet waste policy was explained (pick up after your pets; 10 to 12 bag stations are provided throughout the property; a waste removal company has been used when the waste is heavy, but that can be expensive). A resident asked about fining people who do not comply. It was explained that is possible, but it can be hard to identify who is not picking up. People can let Plateau know if they see someone not picking up after a pet.
Trash and recycle bins: They are not to be stored outside on non-trash days (our trash day is every Thursday, with recycling picked up every other week). People who do not comply can be fined and bins are sometimes put in the cage by the pool, if left out for more than a few days. Residents were reminded that Plateau must be notified if there is a violation.
Lease requirement reminder: There is a 20 percent cap on the number of units that can be rented out by owners. If you are interested in renting your unit, fill out the form provided by Plateau. You will be placed on a waiting list if the cap is at its limit.
Cameras for common areas: Security was discussed, as there have been some car break-ins and crime in the neighborhood. A board member said it could cost $6,000 to $10,000 to install a wired camera system at the front gates (cheaper options installed by residents would have to be maintained by the HOA, which is not a practical option). Another board member said police officers have said those cameras don’t really deter any crime -- the pictures are often grainy. Residents who want to purchase and install a camera outside their units can fill out an architectural modification form at www.blvdhoa.net. The guidelines for cameras are also on the website.
Adoption of Board Resolution regarding projects and policies: It was explained that the board is formalizing some procedures. Most of the board business, by necessity, is conducted via email, and we have drafted policies regarding deadlines for responding to board emails, estimates for projects and similar issues.
