THE BOULEVARD CONDOMINIUM ASSOCIATION MEETING MINUTES FOR ANNUAL MEETING AT 10:30 A.M. SATURDAY, DECEMBER 1, 2018
The meeting was called to order at 10:33 am. The following board members were present:
Theresa Hovis (President), Carlos Calle (Treasurer), Sharon Chapman (At Large), Patrick Steck (At Large) and Eric Paulus (At Large). Rosalyn Peterson (Property Manager) was also in attendance.
There was not a quorum present (30 owners or proxies required), so board elections could not be conducted. An election will be called in January -- details to come.
The Homeowners Association (HOA) Board sent financial documents before the meeting. The 2018 financial report was reviewed, with items such as amenities (pool maintenance, cards and transmitters for the front gate, and janitorial supplies) and improvements (a French drain installed near the pool area) reviewed. The French drain was identified as needed in 2017 and completed in 2018 to defer costs. Some trip hazards throughout the property were identified, and the most pressing were repaired in 2018.
The 2019 budget also was distributed and discussed. As noted in communication sent before the annual meeting, the board has voted to raise HOA dues by $15.50, to $170.50 (a 10 percent increase), starting in January 2019. Before this increase, dues had gone up a total of $35 since the property opened (from $120 to $155 through increases between 2007 and 2011). The increase is to help pay for erosion repairs and other needs and to help to build up cash reserves. A resident asked why not a larger increase, to help build up reserves more quickly. The board discussed how other expenses -- property taxes, utility bills -- also go up yearly in Austin and wanting to be mindful of not adding too much to expenses at once. Yearly incremental increases might be needed. An increase larger than 10 percent is usually put to a vote of owners.
General property updates
The board went over planned landscape improvements and pavement repairs, all connected to erosion repairs. As the property has aged, areas of erosion have developed, such as around building foundations, around utility boxes and under the sidewalks around the property. The repairs will be done in phases, with the most pressing areas addressed first. The pool also will be resurfaced in 2019. This need was identified several years ago and put off for budget reasons (this did not damage the pool). This should be completed before the height of pool season.
Dog poop problems
Some residents are not picking up after their dogs. A resident noted several areas that seemed to be used more often, particularly at night, but also noted seeing poop throughout the property. It’s disgusting and irresponsible. Residents are reminded that they are required by HOA rules to pick up after their pets. Residents who see people violating this rule can report them to Plateau Property Management, if they don’t want to speak to them directly.
A resident noted that a work crew in a unit after a recent move-out was rowdy and left a lot of litter behind outside. Rosalyn said this could be reported to property management, who then can contact the unit’s owner. Residents can always contact property management if they are unsure how to deal with an issue. Management will address what they can and refer residents to police or others as situations require. A resident noted that some unauthorized people were found in the pool bathrooms early one morning recently. This sometimes happens when temperatures drop. Police were called to move them out. The board has considered locks for the bathroom doors in the past (simple keypad locks, such as the one on the gate door) and might revisit this option. Residents were reminded that they can call the security company or the police in these situations. Residents also can call the towing company if a car is parked in their designated parking space.
